The present research endeavors to comprehensively investigate the multifaceted impact of organizational culture on employee productivity, focusing specifically on the variables of organizational values and beliefs, organizational commitment, and the spirit of cooperation and participation. In the contemporary, highly dynamic administrative landscape, understanding the underlying cultural mechanisms that drive human resource efficiency is of paramount importance for the sustainable success of governmental and public organizations. Utilizing a rigorous quantitative survey methodology, data were collected from human resources within a regional public sector entity, specifically the Housing Foundation, to empirically test the theoretical relationships between the proposed cultural dimensions and productivity outcomes. The analytical framework incorporated advanced statistical evaluations, including Spearman correlation coefficients and multiple regression models, to assess the depth and directionality of these relationships. The empirical findings robustly indicate that deeply embedded organizational values and beliefs, alongside elevated levels of organizational commitment, exert a positive and statistically significant influence on the overall productivity of the workforce. Furthermore, the analysis highlights that a cultivated spirit of cooperation and participation functions as a critical catalyst in optimizing employee performance and organizational efficacy. The conclusions drawn from this investigation underscore the critical necessity for organizational leadership and human resource management to proactively shape and nurture a supportive, value-driven culture. Cultivating such an environment not only mitigates organizational inertia but also significantly amplifies the intrinsic motivation and output quality of employees. Ultimately, this study provides actionable insights and strategic recommendations for administrative policymakers to recalibrate their organizational culture paradigms, thereby ensuring enhanced service delivery, strategic alignment, and sustainable productivity growth in the public sector.
